Foreign Media Agencies,
According to the Notice on the overall plan on the establishment of Unified Social Credit Code(USCC) system of legal persons and other organizations by National Development and Reform Commission and other Departments, approved by State Council (State Council, No. 33, 2015), from January 1, 2016, the Unified Social Credit Code System started to be fully implemented in China. USCC will replace the organization code and etc., as the legal person identity for all sorts of organization (including foreign media agencies) to deal with taxation, bank account, vehicle registration, etc. in China. As the competent department responsible for the registration of resident foreign media agencies in China, the Information Department of Ministry of Foreign Affairs of China (International Press Center) is in charge of granting the USCC to the resident foreign media agencies.
To ensure the steady and smooth operation of USCC, IPC had conducted a test run by approving and issuing organization certificates with USCC for some of the foreign media agencies in demand. As of the date of this notice, IPC takes up approving and issuing organization certificates with USCC for all the resident foreign media agencies in China. All the resident agencies, short of the new version of organization certificates with USCC, will be requested to renew it before December 1, 2017.
The resident foreign media agencies in China are required to produce the following documents when applying for the organization certificates:
1. Registration Form of the resident foreign media agencies in China, with COMPLETE and CLEAR info
2. Photocopies of the passport and press card of the head of the resident foreign media agencies in China
3. Photocopy of the ID card of the applicant/applicant on behalf
4. Photocopy of the original organization code
5. Photocopy of the original certificate of the resident foreign media agencies in China
The NEW resident foreign media agencies in China are required to produce the following documents when applying for the organization certificates:
1. Registration Form of the resident foreign media agencies in China, with COMPLETE and CLEAR info
2. Photocopies of the passport and press card of the head of the resident foreign media agencies in China
3. Photocopy of the ID card of the applicant/applicant on behalf
The media agencies in BEIJING please apply to IPC, and the agencies in Shanghai, Chongqing, Guangzhou, Shenyang, Shenzhen and Dalian please apply to local Foreign Affairs Office.
