The permanent offices of foreign media organizations and foreign journalists importing, installing and using radio communication equipment temporarily for the needs of news coverage and reporting, shall abide by the Regulations of the People's Republic of China on the Management of Radio Operation , the Provisions on the Management of the Import of Radio Transmission Equipment, the Provisions on the Management of the Construction of Satellite Communications Network and the Installation and Use of Earth Stations and other applicable laws and regulations.

The permanent offices of foreign media organizations and resident foreign journalists are required to file applications to the Ministry of Industry and Information Technology or local radio management authorities through the Information Department or local FAOs. For those foreign journalists for short-term news coverage in China, if they are invited by a Chinese organization, they shall file applications to the Ministry of Industry and Information Technology or local radio management authorities through this organization; if they are not invited by a Chinese organization, they shall file applications to the Ministry of Industry and Information Technology or local radio management authorities through local FAOs.

The permanent offices of foreign media organizations are required to file an application to the Communication Center of the Ministry of Transport to bring INMARSAT satellite-based video telephone equipment into China and use it in China's territory. The Center shall handle radio station registration procedures, issue radio station license, and collect the frequency fees and registration fees on behalf of relevant departments. When the above-mentioned procedures are completed, the Center shall proceed to the registration of network admission and activate the network admission services.

Foreign journalists wishing to apply for the installation of satellite TV receiving equipment in an office building or apartment, shall ask the property management company of the office building or apartment to file applications to the local Radio & Television authorities.
