Hiring Chinese Citizens to Do Auxiliary Work

The permanent offices of foreign media organizations or foreign journalists may, through organizations providing services to foreign nationals, hire Chinese citizens to do auxiliary work.

The permanent offices of foreign media organizations based in Beijing and foreign resident journalists wishing to hire Chinese citizens in Beijng shall go through necessary procedures with the Beijing Service Bureau for Diplomatic Missions (DSB). The permanent offices of foreign media organizations based in places other than Beijing and foreign resident journalists wishing to hire Chinese citizens in other places except Beijing shall go through necessary procedures with the diplomatic service organizations designated by the local provincial FAOs.

DSB or the diplomatic service organizations designated by the local provincial FAOs are in charge of handling applications from foreign journalists for short-term news coverage to hire Chinese citizens in Beijing or other places.

With the Employees Cards issued by DSB or other diplomatic service organizations, Chinese citizens hired by the permanent offices of foreign media organizations or foreign journalists can assist them in reporting activites. The Chinese employees are kindly requested to carry and present their Employees Cards during their work.

Without the capacity as journalists, Chinese citizens hired by the permanent offices of foreign media organizations or foreign journalists shall not engage in news coverage and reporting activities alone. They can only engage in auxiliary work for the permanent offcies of foreign media organizations or foreign journalists such as photographing, filming or doing paper work.

According to the requirements of DSB or the diplomatic service organizations designated by the local provincial FAOs, the permanent offices of foreign media organizations shall report to them the information concerning hiring Chinese citizens every half year .

i. Foreign journalists based in Beijing may contact the Beijing Personnel Services Corporation (PSC) for Diplomatic Missions

The PSC has 4 business departments responsible for the media of different countries and regions. The first 3 departments are responsible for the permanent offices of foreign media organizations in Beijing.
